Information for International Students

International students and any accompanying dependents are required to purchase the Penn State Student Health Insurance plan (SHIP) or submit proof of health insurance coverage that meets a set of requirements.

Health Insurance Requirements for International Students 

New waiver requirements introduced in 2017-18 require all health insurance plans to be filed with the Pennsylvania Department of Insurance or be approved by the Penn State Student Health Insurance Office and accompanied by a letter of financial guarantee for services not covered from the plan sponsor.

  • This will eliminate short-term plans as acceptable coverage - including International Standards Organization (ISO) plans.
  • Students will no longer be eligible to purchase health insurance plans through Student Medicover, as part of a new agreement with United Healthcare Student Resources.

How to Waive the Penn State SHIP

If you already have health insurance that meets all of Penn State’s International Student and Dependent Waiver Standards for Student Health Insurance, you must provide proof of insurance.

  • Visit the First Student website.
  • Select "Pennsylvania State University"
  • Click "Waive Your School's Health Insurance"
  • Enter policy details for an alternate health insurance plan that meets all of the waiver criteria when prompted.

How to Waive the Penn State SHIP

Graduate Assistants, Graduate Fellows, Graduate Trainees

Graduate assistants, graduate fellows, and graduate trainees are eligible for subsidized premiums for medical, dental, and vision insurance, and are automatically enrolled in the Penn State Student Health Insurance plan. Students can change  their coverage, add eligible dependents, or update benefit elections in Workday.

How to decline this coverage

Step 1

  • Log on to LionPATH
  • Select “My Information,” “Health Insurance” from the right menu
  • Under Coverage Year 2018/2019, select “Waive”
  • Enter policy details for an alternate health insurance plan

Step 2

  • If you choose to decline medical, dental, or vision coverage, you must also complete a declination form available through Workday.

Late Fees

International students must enroll for, or waive Penn State SHIP coverage through the First Student website, by January 22, 2019. After this deadline, students will incur a $50 fee for first-time late offenses, and a $100 fee for subsequent late offenses payable to the Penn State Student Health Insurance office by money order only.
