Information for International Students

International students and any accompanying dependents are required to purchase the Penn State Student Health Insurance plan (SHIP) or submit proof of health insurance coverage that meets a set of requirements.

Health Insurance Requirements 

New waiver requirements for 2017-18 require all health insurance plans to be filed with the Pennsylvania Department of Insurance or be approved by the Penn State Student Health Insurance Office and accompanied by a letter of financial guarantee for services not covered from the plan sponsor.

  • This will eliminate short-term plans as acceptable coverage - including International Standards Organization (ISO) plans.
  • Students will no longer be eligible to purchase health insurance plans through Student Medicover, as part of a new agreement with United Healthcare Student Resources.

How to Enroll in the Penn State SHIP

International undergraduate, graduate, law, and professional students (without assistantship or fellowship) can enroll in the Penn State SHIP by:

  • Visiting the First Student website.
  • Select "Pennsylvania State University"
  • Click "Enroll Now - Health Insurance"
  • Follow instructions to enroll

International graduate assistants and fellows

  • Visit the First Student website.
  • Select "Pennsylvania State University"
  • Click "Waive Your School's Insurance"
    Please note: selecting "Waive Your School's Insurance," does not indicate that you wish to decline SHIP coverage, rather, that you acknowledge the Penn State SHIP and agree to the monthly paycheck deduction schedule.

If you want to enroll eligible dependents in the plan, you must complete changes to your selection in Workday.

How to Waive the Penn State SHIP

International undergraduate, graduate, law, and professional students (without assistantship or fellowship)

If you already have health insurance that meets all of Penn State’s International Student and Dependent Waiver Standards for Student Health Insurance, you must provide proof of insurance.

  • Visit the First Student website.
  • Select "Pennsylvania State University"
  • Click "Waive Your School's Health Insurance"
  • Enter policy details for an alternate health insurance plan that meets all of the waiver criteria when prompted.

International graduate assistants and fellows

  • Visit the First Student website.
  • Select "Pennsylvania State University"
  • Click "Waive Your School's Insurance"
  • Enter policy details for an alternate health insurance plan that meets all of the waiver criteria when prompted.
  • If you choose to decline medical, dental, or vision coverage, you must also complete a declination form available on Workday.

Eligibility

SHIP is available to:

  • All current undergraduate students enrolled in (3) or more credit hours
  • Undergraduate students who are enrolled in the Intensive English Communication Program (IECP); or those who participate in a cooperative work experience program as part of their required academic program
  • Graduate Students enrolled in (1) or more credit hours. (Including Graduate Assistants and Graduate Fellows).

Students who meet eligibility requirements for the Penn State SHIP must actively attend classes for at least the first 31 days after the date when coverage becomes effective.

*Please note: a change in student registration status that no longer meets the criteria listed above may result in termination of student health insurance benefits. Enrollment will be audited to ensure that eligibility is met.

SHIP is not available to:

  • Undergraduate and graduate students enrolled in independent study through correspondence classes     
  • Undergraduate and graduate students enrolled in home study, correspondence, and television courses
  • Individuals not enrolled at Penn State who are currently auditing courses
  • World Campus students
